Policy TI3: Footpaths and Bridleways

  1. New development proposals should take into account the safety, accessibility and visual amenity of Cumnor’s network of footpaths and bridleways is identified on Map 19 for the purposes of applying national decision-making policies on locating development in sustainable locations and public rights of way. Development proposals which would have an unacceptable impact on their accessibility and recreational amenity value will not be supported.
  2. Where it is practicable to do so new development should take opportunities to enhance the accessibility, connectivity and amenity of footpaths and public rights of way.
  1. This policy ensures that impacts of development affecting footpaths and bridleways are fully considered. See Map 18 19 (above) for Public Rights of Way. National provision TR5 on locating development in sustainable locations currently encourages development proposals to take opportunities to support more walking, wheeling, cycling and public transport use including improvements (which reflects para. 155 of the 2024 NPPF). Provision TR8 on public rights of way requires proposals to maintain the network of public rights of way, take opportunities to extend, link or improve the quality of existing routes where this would enable improved access to green spaces and the countryside; new direct and circular routes between local and long-distance footpaths, bridleways and cycle routes; accessible, safe and convenient links to services and facilities and improved connections with public transport stops and interchanges (which reflects para. 105 of the 2024 NPPF).
