Development proposals within the designated Local Green Spaces will only be supported in very special circumstances.
- The policy designates various sites as Local Green Spaces, with the consequence of providing the same national planning policy provision as the Green Belt, excluding its provisions on Grey Belt. It also sets out how development that is defined as appropriate and inappropriate in a Local Green Space will be considered in accordance with national-decision making policies.
Part B of the policy takes the matter-of-fact approach set out in paragraph 101 of the NPPF.This currently includes National Policy HC8: Development affecting Local Green Space and states: “Development proposals for land which has been designated as Local Green Space should be determined in a manner consistent with the relevant national decision-making policies for land in the Green Belt, excluding provisions relating to Grey Belt and Previously Developed Land.” (which reflects para. 108 and footnote 45 of the 2024 NPPF). - In the event of development proposals within the Plan period the District Council will be able to assess development proposals within designated LGSs for any very special circumstances on a case-by-case basis. This will particularly apply to the LGSs which are in active recreational use in general, and for the Cumnor Cricket
ClubPitch and Fogwell Road Sports pitch in particular. The information about the various green spaces in the LGS Report will be a helpful starting point for any such assessment.
