Policy DBC6: Conserving and Enhancing Local Heritage Assets

  1. The Neighbourhood Plan identifies Local Heritage Assets, as included on the list in Appendix A B for the application of national decision-making policies on non-designated heritage assets.
  2. The effect which development proposals would have on the significance of the identified Local Heritage Assets in Appendix A should be taken into account in determining the planning applications concerned. In weighing applications that directly or indirectly affect non-designated heritage assets, a balanced judgement will be taken having regard to the scale of any harm or loss and the significance of the heritage asset.

This policy identifies a number of specific buildings in the Parish that have been assessed as having some local heritage value and that therefore warrant the national planning policy definition of ‘non-designated heritage assets’. These have been assessed in accordance with the methodology set out in the Oxford Heritage Asset Register, which accords with Historic England’s advice note 7 on Local Heritage Listing, and based on criteria set out in the NPPF.
  2. The local heritage value of each building is described in Appendix A B and applicants are required by the policy to demonstrate that they have acknowledged, understood and responded to the information in the appendix in their design proposals.
  3. The appendix does not include every such asset in the Parish. Others are identified in the Oxfordshire Historic Environment Record and should also be taken into account in accordance with this policy.
  4. National decision-making policy HE7: Decisions on non-designated heritage assets states: “1. Development proposals which would have a positive effect on non-designated heritage assets should be approved.  2. Where a development proposal would cause harm to, or the total loss of, the significance of a non-designated heritage asset, it should only be supported where the harm or loss is outweighed by the benefits of the proposal, having regard to the scale of the harm or loss and the significance of the non-designated heritage asset.” (which also reflects para. 216 of the 2024 NPPF).
