Policy TI1: Sustainable Transport

  1. As appropriate to its scale, nature and location new development should incorporate a balanced and sustainable transport provision, including:
  1. Facilities for cycling;
  2. Off street parking provision;
  3. Convenient pedestrian links to public transport facilities;
  4. Electric charging points for vehicles.
  1. New development should not have an unacceptable impact on the free and safe flow of traffic in general, and at the The following locations in particular are important considerations in the application of nation decision-making policies on assessing transport impacts:
  1. Land adjacent to or near to the A420 approaching Botley Interchange
  2. Oxford Road, Lower Cumnor Hill and Eynsham Road;
  3. The historic village core of Cumnor Village Conservation Area;
  4. Swinford Toll Bridge
  1. The policy requires sustainable transport provision to be considered, not just a focus on vehicular traffic. This policy should be applied with consideration to other policies, in particular DBC1 and RES1 which deal with varied parking provision, pedestrian permeability and cycle storage in residential development.Identifies particular locations where the free and safe flow of traffic in general is important and therefore relevant to national decision-making policies on assessing transport impacts (currently provision TR6). National provision TR6 currently requires development proposals likely to generate significant amounts of movement to be supported by transport statement or assessments and a travel plan. It also seeks to ensure that proposals do not have a severe adverse effect on the transport network, or an unacceptable impact on highway safety taking into account any mitigation measures proposed as well as wider network improvements. It requires all reasonable future scenarios to be considered including impacts at different times of day, potential cumulative impacts, multimodal trip generation and promotion of sustainable modes of travel to realise the transport vision for the development itself (which reflects paras. 109, 116 and 118 of the 2024 NPPF).
